It's a weblog service website. As in you can make an account there and have your own online journal. Which is basically like a public diary. Althpugh they can also be used as community type things and for news and so on.

many sites offer free weblog accounts or you can host your own (if you have webspace capable of doing so). LiveJournal is one site that fofers weblog accounts:
